The Ship Method options which are available in the Pre-Fulfillment modal are sourced contextually based on the selected Shipping Carrier on the Sales Order.
For example: if the Sales Order has a nonups Shipping Carrier, and it has a non-NetSuite Real-Time Rate calculation, the Ship Method available on the Pre-Fulfillment Modal will also be nonups and non-NetSuite Real-Time Rate calculation options. If the Shipping Carrier is using a NetSuite Real-Time Rate Ship Carrier, then the related Real-Time Rate options will be available:
Note: Shipping Methods which use NetSuite Real-Time Rates for the selected Shipping Carrier (when nonups) will not be visible for selection in the Pre-Fulfillment modal. For more details regarding this scenario, please refer to Cannot see all the Ship Methods provided by the selected Ship Carrier.
